My Notes: I didn't want to write on my reference sheet so I'm writing it here, sorry but It just looks so clean this way I didn't want to ruin it.
Okay well me have her front and back view of her fuku. I based her pose off this girl wearing cowboy boots but I can't find it since my old laptop well fried and this is my new one. :3
We then have her normal look for non royal activites like going out, shopping, eating out. etc. Then we have her official Royal dress that she would wear for state purposes. i.e meeting the queen, king ambassador, etc. The pink dress is her second royal dress for more relaxed occasions and is the dress your likely to catch her in walking around SMV. Next to her is her weapon of choice, and yes she can use it even in civilian form, as ChiChi is her pet and has nothing to do with her Senshi powers. Then we have her pet ChiChi next to her transformation pendaent, btw she wears this all the time even in her princess form but she wears it under her dress. At the last corner we see her preforming her signature attack Nightmare Veil!

Species: Tantavisan- Her people are more spiritually intuned to the world around them, sometimes resulting in special abilities such as telepathy and seer like abilities.

Birthday: Nov. 14th

Special abilities: Well I wouldn't really call it a gift, as she considers it to be more of a curse. Since gaining the Sur-Vir Pendaent it disrupted her powers and aura, so now instead of causing sweet dreams she caused Nightmares to people who stayed around her for too long of a time. Occasionally she'd be able to cause a sweet dream, that the other person would be able to wake up in the happiest of moods and new hope.
Backstory: Rin and her team of scouts spent their time protecting their region of the universe. Their biggest problem was Vir-Us, who had been trying to infect and take over people's minds with nightmares. They soon battled with Vir-Us and took him down. But not all was what it seemed. Soon after Rin lost contact with her teammates one by one. She traveled to their last battle site wondering why none had returned her calls. She heard a sinister chuckle behind her, and she turned to see her teammates, but not as they should be. Vir-Us had left one last gift for Rin, he had infected her teammates in battle without them knowing. Now it would seem he was controlling them from beyond the grave. Rin was then forced with no choice and but to kill her teammates. But she froze with fear and her heart was breaking. But Kukiko ran quickly up to Rin and blasted her with the infection. Rin knew what would have to happen, but her will was strong and she would be damned if he still won. She stood up with tears streaming down her face and she gripped, ChiChi, her heavy battle axe, and ran towards Sailor Night Ender. "Ahhhhhhhhhhhh!!!!" She ran through Kukiko and caught her in her arms, sobbing uncontrollably. Rin ashamed of herself & blaming the lack of foresight to not dedicating more time to becoming more spiritually in tune.She now spends her time in Solitude, meditating looking for ripples in the Spirit realm to alert to future dangers. When she senses terrible danger she will quickly leave to prevent that future event from taking place.
Personality: She is a sweet person always willing to host little party get togethers, making Dangos and sweet ji-Jia tea. She's very nice and kind, but she can get easily hurt for even the slightest hint of a betrayal. She's not to be taken lightly though, if she feels like something doesn't suit her she becomes an altogether vile and horrid woman. She mostly keeps to herself due to her unfortunate powers, but on the inside is dying to be able to make real friends.
Henshin Item and Description: Sur-Vir Pendant- A gold rimmed medallion with a shiny black gem in the upper right corner on a white marbled background with zig zaging lines going across it.
Henshin Phrase: Circinus Nightmare! Wake Up!
Henshin Description: She snaps her finger over her head and two rings( one white one black), of energy appear. She brings her hand downwards guiding the rings down her body encircling her. Her head snaps back as the rings burst into blinding energy, she lets out a delightful scream of pain, and then we see her transformed in a powerful dominant stance.
Weapon and Description: She uses a battle axe made out of irdieant steal, it is also her pet ChiChi. Her pet is able to transform into her battle axe when called upon in battle. Any damage done to her axe is actually done to ChiChi when she transforms back.
Attack Names and Descriptions: Nightmare Veil!- She summons a portal at her feet and then raises her hands upward dragging the portal off the ground and into the air, she then leaps high up into the air and then pushes it towards her opponent yelling Nightmare Veil. When she yells the portal becomes activate and goes flying at the opponent at blinding speed. The portal sends them to their worst nightmares while awake, the whole scenery changes to mimic their nightmare. Sailor Circinus or rather "Circi", comes out of the shadows and begins her attack while they are stuck in fear.
Guardian Name and Description: I wouldn't really call her, her guardian more of a pet really, but ChiChi would best fit that role. She's an endangered species back on her home world, as they were hunted down to become weapons for many wars and many had been killed during these wars. But Rin and her mother, Queen Maya, had started a zoo to help rebuild the population and eventually release them back into the wild. Rin would help out there often and that's when she had found ChiChi. ChiChi had been born early and her mother for some strange reason wouldn't nurse her, most likely rejecting her sensing she had been born too early, and most likely wouldn't survive. Rin took her home and nursed her day in and out hoping that her little one would make it. ChiChi grew to be a big and strong adult female Re-naEkn. It looks like a cross between a dog and a dragon and with a texture of a seal and hair like silk. She communicated by chirps and whistles and was an a lot together prankster and loveable pup.

She is very pretty! I can see why they would comment on the hair style, but honestly that is the standard generic "long wavy/curly hair without fringe/bangs" look, so you could take anyone with that style, dye it aqua, and say she was Michiru. x) And your character's hair color isn't the same as Michiru's, either. 
I love the fuku design, it is very original. I'm not as much of a fan of one shorter, one taller boots, but that's just personal preference.
I think the only thing for me that would be helpful is if her back story section was cleared up a little bit. It felt like bits from a full story edited down, and not entirely reformatted for summary.
She sounds like a great character - her personality is there clearly in her body language, especially in the "casual outfit" panel. I also really like the design of her non-formal dress, it's really pretty! And I like how she doesn't feel obligated to wear her "theme" colors in her casual or fancy dress clothes.
I'm not sure I would say there is anything here that could really change; your style is distinct and those aspects I would change are just stylistic, so that wouldn't be fair of me. (i.e. the small knees; also the way the fuku is drawn, the skirt seems a little short, but the casual ref makes it plain her legs are really long).
